The firm’s attorneys have extensive experience in municipal and administrative law. In particular, prior to joining Assouline & Berlowe, Mr. Glenn A. Saks was an Assistant County Attorney at the Miami-Dade County Attorney’s Office. During his tenure with the County, Mr. Saks drafted, reviewed, approved, and revised County ordinances for inclusion in the Code of Miami-Dade County. He also drafted and reviewed legislation for a wide array of County departments and boards and revised County Administrative Orders. Mr. Saks’ experience also includes negotiating and drafting a variety of contracts between state and federal agencies, non-profit organizations and for-profit corporations. Additionally, he represented the County in real estate closings, opined on procurement and bonding issues and responded to HIPAA inquiries.
Mr. Saks served as the County’s legal advisor to Community Redevelopment Agencies (CRA), for whom he opined on procurement / bidding issues, negotiated and revised redevelopment agreements and letters of credit, and provided general legal advice on day to day issues facing the redevelopment agency boards.
Mr. Saks also served as the legal advisor to a host of Miami-Dade County Boards, Councils, and Task Forces. Examples of such duties include serving as legal counsel to the Miami-Dade County Unsafe Structures Board and Unsafe Structures Review Panels, which entertain citizen’s appeals of notices of violations on their commercial or residential property assessed by the Miami-Dade County Building Department or the building departments of other municipalities. Mr. Saks also had some exposure to issues relating to the Miami-Dade County Board of Rules and Appeals (“BORA”).
Other County boards to which Mr. Saks served as legal advisor include the Miami-Dade County Domestic Violence Oversight Board, Youth Crime Task Force, Criminal Justice Council, Elder Abuse Task Force and the Alliance for Human Services.
Mr. Saks’ municipality litigation experience includes litigating a quiet title suit, representing the County in injunction cases filed against the Building Department, evicting tenants from County-owned facilities, defending appeals of County board orders, representing the County in personnel employment hearings, and workers’ compensation matters. Since joining Assouline & Berlowe, Mr. Saks has represented a municipal employee appealing an employment termination, as well as creditors in their collection efforts against a municipality.
